Once described by Politico as a “key powerbroker for House moderates,” Brad Howard is a results-driven lobbyist and public affairs specialist who helps some of the nation’s most recognized brands achieve their goals. He’s also an elected official - elected by his fellow Washingtonians to serve on the Advisory Neighborhood Commission.
With more than 15 years of experience spanning the legislative and executive branches, city hall, campaign trails, and the private sector, Brad brings unmatched expertise to every challenge. He’s worked for both Democrats and Republicans, served in the Obama Administration, and led strategy on Capitol Hill. His deep passion for policy and politics drives his work every day.
Brad leverages his extensive knowledge of policy, politics, and process to guide clients through today’s complex legislative environment. His expertise spans tax, trade, defense (NDAA), health care, financial services, appropriations, antitrust, tech, budget, and fiscal policy. Brad led major policy negotiations for moderate House Democrats during the most consequential period of lawmaking since the Affordable Care Act.
For more than five years, Brad served as chief of staff to U.S. Congresswoman Stephanie Murphy (D-FL), where he played a key role in negotiating and passing historic legislation. His influence with House moderates earned him rare walk-on access to the floor of the U.S. House of Representatives, granted by the Office of the Speaker.
In his role, Brad led the office’s tax and trade engagement on landmark initiatives like the United States-Mexico-Canada Agreement (USMCA) and the Inflation Reduction Act. He also developed and executed strategies for the annual National Defense Authorization Act (NDAA), drawing on Congresswoman Murphy’s role as Vice Chair of the Subcommittee on Intelligence and Special Operations.
Congresswoman Murphy’s leadership extended to the Ways and Means Committee, the Chief Deputy Whip team, the Blue Dog Coalition, and the bipartisan Problem Solvers Caucus. Brad also supported her work on the Select Committee to Investigate the January 6th Attack on the Capitol. During his time on the Hill, Brad earned bipartisan respect and was elected Secretary of the bipartisan House Chiefs of Staff Association.
An Obama Administration alumnus, Brad worked in regulatory affairs for the U.S. Small Business Administration.
In the Obama Administration, Brad managed public affairs for the U.S. Small Business Administration's Office of Advocacy, supporting small businesses nationwide on key policy issues. And during his time with the House Blue Dog Coalition, he was a senior policy adviser for legislation aimed at reducing the regulatory burden on America’s small businesses.
Brad is a nationally recognized communications and campaign strategist with a history of winning tough races.
Brad is a proven communications and campaign strategist, frequently appearing on national networks like Fox News, NewsNation, and Bloomberg. He has extensive on-the-record experience in high-stakes environments, having served as spokesperson for the House Blue Dog Coalition, New Orleans Mayor Mitch Landrieu, and several campaigns.
Brad’s campaign expertise was on full display in 2016, when he moved to Central Florida to run Stephanie Murphy’s historic campaign for Congress. Together, they shocked the nation by unseating a 24-year Republican incumbent, with The Washington Post naming their effort one of the “ten best-run campaigns” in the country.
Brad has bipartisan bona fides and is an elected official in Washington.
Brad began his political career with his home-state delegation in Arkansas, interning for Congressman (now Senator) John Boozman, a Republican, and later serving as communications director for Congressman Mike Ross, a Democrat.
In November 2024, Brad was elected to Washington, D.C.’s Advisory Neighborhood Commission, where he represents his community and brings his strategic expertise to local governance. He is an active member and former Board member for Q Street, the professional association of LGBTQ+ lobbyists and advocates, and is a member of Foundry United Methodist Church.
Brad earned a B.A. in Politics from Hendrix College and an M.A. in Public Communications from American University. He frequently guest lectures at American University and George Washington University. A proud Arkansas native, Brad is an avid Razorbacks fan (Woo Pig Sooie!).
